Dr. Lumb received his doctorate from Florida State University. He also completed his Master’s and Bachelor’s degrees from the University of Southern Maine. Dr. Lumb’s academic career includes being the Chair of two criminal justice academic departments, Director of the Institute for Public Safety Policy Studies (ISPS) and Institute for Leadership Development (ILD) at the State University of New York College at Brockport.
With respect to his law enforcement career, he also completed twenty-eight years in policing serving as chief of police in two cities. Dr. Lumb was the Director of the Research, Planning, and Analysis Bureau at the Charlotte-Mecklenburg Police Department for five years and developed an internationally recognized crime and problem-solving analysis program that included spatial and temporal GIS mapping.
Dr. Lumb currently provides research, program planning and evaluation, and training development services to the Maine Department of Corrections for The Spurwink Institute and Southern Maine Community College. He is the Project Director of Public Safety and Corrections Research at the Center for Health Policy, Planning, and Research at the University of New England.
